Test-stability tools that tell agents the difference between broken code and a flaky test: flaky_detect repeats a suite N times (default 5, max 20) and classifies stable-pass / stable-fail / flaky; flaky_history queries detection history; flaky_report combines the quarantine manifest and history; flaky_quarantine writes flaky cases to .flakefinder.json (approval-gated); flaky_clear removes recovered cases. Framework auto-detection vitest → jest → pytest → node:test, with JUnit XML entity decoding and TAP SKIP handling. The quarantine manifest only records — it never modifies test source.
