Deterministic CSV data tool for agent sessions: parse/query/stats/to_json on CSV text — zero dependencies, pure functions, hand-written RFC 4180 state machine (single pass, O(n)). Safety: no file I/O, no network, no eval; exact-match filtering only; 256,000-byte input budget (hard error, no truncation), timeoutMs 2000, limit default 100 rows. Handles quoted commas/newlines, "" escapes, BOM, CRLF, unterminated-quote errors, and proto/constructor/prototype headers via null-prototype objects.
